Shanghai issued a fuel cell development policy: 200,000 yuan for vehicle rewards and 30,000 yuan for parts

On November 3, 2021, the Shanghai Development and Reform Commission, the Municipal Finance Bureau and other relevant departments issued a notice on "Several Policies on Supporting the Development of the Fuel Cell Vehicle Industry in this Municipality" (hereinafter referred to as "Several Policies").
It is understood that the "Several Policies" have a total of eight articles, involving six parts of policy arrangements, including support for vehicle applications and support for the development of key parts and components. The details are as follows:
1. Reward for vehicle purchase. Before 2025, fuel cell vehicles will be used for demonstration in this city, meet the relevant requirements of this city, and obtain comprehensive national assessment points, this city will reward relevant vehicle manufacturers according to the standard of 200,000 yuan per 1 point.
2. Reward for key parts. Key components such as stacks, membrane electrodes, bipolar plates, proton exchange membranes, catalysts, carbon paper, air compressors, hydrogen circulation systems, hydrogen storage cylinder valves and other key components produced by related companies are used for vehicle applications in domestic demonstration cities. Refer to National comprehensive assessment reward points, every 1 point rewards 30,000 yuan.
3. Vehicle operation rewards. By 2025, fuel cell trucks and commercial commuter buses with a mileage of more than 20,000 kilometers in each year will be given operating rewards. Each vehicle will be rewarded for a maximum of 3 years since the operating quota is obtained. Among them, medium-duty trucks (with a total designed mass of 12-31 tons) will be rewarded no more than 5,000 yuan per year, heavy-duty trucks (with a total designed mass of more than 31 tons) will be rewarded no more than 20,000 yuan per year, and commuter buses will not be rewarded per year. More than 10,000 yuan.
4. Support bus operations. Support no less than 50 fuel cell bus applications. Comparing the cost of similar diesel vehicles, subsidize the increased comprehensive cost of related vehicles.
5. Subsidies for the construction of hydrogen refueling stations. For hydrogen refueling stations that have completed the inspection and acceptance before 2025 and obtained a gas business license (hydrogen for vehicles), subsidies shall be provided not exceeding 30% of the total approved investment. Among them, in 2022, 2023, and 2024-2025, the maximum subsidy fund for each hydrogen refueling station will not exceed 5 million yuan, 4 million yuan, and 3 million yuan, and the funds will be allocated in three years.
6. Hydrogen retail price subsidy. Before 2025, the hydrogen refueling station operators whose retail price of hydrogen does not exceed RMB 35/kg will be subsidized according to the actual sales volume of hydrogen. Among them, the subsidy standard for 2021 is 20 yuan per kilogram; 2022-2023 per kilogram 15 yuan; 2024-2025 per kilogram 10 yuan.
The "Several Policies" will be implemented on November 1, 2021, and will be valid until December 31, 2025.
Regarding the reasons for the promulgation of the "Several Policies", relevant departments in Shanghai stated that fuel cell vehicles are one of the main technical routes of new energy vehicles and are areas where the city has development opportunities and industrial chain advantages. After years of development, the city’s fuel cell vehicle application scale is the largest in China, the industrial chain is the most complete, and the technology and talent reserves are the richest. However, it still faces "high vehicle purchase prices, high hydrogen prices, fewer hydrogen refueling stations, and fewer application scenarios". The development bottleneck is urgently needed to accelerate breakthroughs through large-scale applications.
In September 2020, the Ministry of Finance and other five ministries and commissions issued the "Notice on Carrying out the Demonstration Application of Fuel Cell Vehicles" to start the national fuel cell vehicle demonstration and application work, requiring all declared cities to issue supporting policies around industrial development and demonstration applications. In accordance with the work arrangements of the municipal government, the Shanghai Municipal Committee, together with relevant municipal departments and key enterprises, put forward relevant support policy plans to solve the problem of "two highs and two lows", forming the main framework and content of the "Several Policies".
On August 26, 2021, Shanghai was included in the fuel cell vehicle demonstration application city group. According to the Shanghai urban agglomeration plan, the Shanghai urban agglomeration will build nearly 100 hydrogen refueling stations within four years, form an output scale of nearly 100 billion yuan, and promote nearly 10,000 fuel cell vehicles. At present, the Shanghai city group has established the city group work mechanism, organized municipal work classes, aimed at the strategic goal of "100 stations, hundreds of billions, and tens of thousands of vehicles", and initially established the "Shanghai Municipality’s Implementation Plan for Accelerating the Development of New Energy Automobile Industry (2021) -2025)”, “Shanghai Fuel Cell Vehicle Industry Innovation and Development Implementation Plan” and other policy guarantee systems. The implementation and release of the "Several Policies" is to further support the demonstration and application of fuel cell vehicles.
